Hi, more info please: only in this document? with all the text block or only this one? what happens when you change font? what language is assigned to this text?
edit: I have now found the problem in your screenshot. you have set the language to arabic and the font to TheSansArab! You can leave the font as it is, but as language you have to set English...

language set to Arabic is not the solely reason. That's true.
My guess is that the text frame started with dummy text in Arabic.
And there we have all conditions set for Arabic typesetting.

will it happen if you do a new InDesign document and draw out a new text frame?

As Willi said: the character direction is wrong (at the paragraph or the character level, or both) AND the composer is set to world. Language has nothing to do with it. Change the character direction or use one of the non-World-ready composers. (And the paragraph alignment needs to be set to left-align.)
