Can you post a sample INDD file - just in case, for others to quickly diagnose the problem.

RTL features are probably not installed on your side. Check if this tool is available. If not - reinstall InDesign from the scratch:

I've found that, on some installations but not all, that the Language drop-down in the Preferences of the Creative Cloud app won't stick when the CC app is updated. So you can go in there, select "English (Arabic)" and install InDesign with Arabic support. Then you allow your CC app to update automatically, which - in some cases, and not others - resets your language to plain vanilla English. Then, when you allow InDesign to update itself to e.g. 20.1, you have lost your RTL tools and have to reinstall. It happened to me so many times that I turned off auto-updating on all Adobe applications.

Excellent advice, except that you typically needn't install "from scratch"; you should be able to simply go to the CC app, change your language preference, then go to the Apps section and you'll have a new "install" button for InDesign.

@arifharoonkarim is right - maybe you need to re-install Arabic version of InDesign - or at least reset cache and preferences?

Thanks gus, reinstalled and it's now showing all the settings.
I assumed the right version would be installed by default since the setting was right in the CC app but had to manually do it.
