Scroll bars showing in epub file on random pages

I recently published an ebook to epub. When I publish, certain pages have both a horizontal and vertical scroll. 

This only happens on pages with images on them. For each of my chapters I have a design to help show the user, it's a new chapter/concept. 

I've attached screenshots of the InDesign file and what it looks like when viewing the book in books on an iMac.

The rest of the pages that don't have images, don't scroll. 

Curious if there is an export setting or a page setup that I have incorrect.
