Share for Review links: are they tied to a specific user?

We produce brochures for 100+ different majors for our university. Each brochure is produced in InDesign and saved to a common file server. We export a PDF version of the brochure and send to respective departments for them to review and comments. The Share for Review in InDesign feature looks compelling and might help eliminate the task of exporting and sharing PDFs. But we had a question:

When we generate a link using the Share for Review feature, is that link tied to a specific user? We have student designers who use InDesign, but these students work for us maybe two years max before graduating. We would like to keep the same URL for review in perpetuity and are concerned that if a student designer generates a link using Share for Review, that the link/file will disappear once that student leaves. Another scenario is the link/file remains active, but we are unable to make any updates to that version and would need to generate a new link and file frequently.

We don't want to implement a Share for Review workflow if we must re-do the links/file every year. Does anyone have suggestions or experience with this?

@Anthony25066254vd58 asked: "When we generate a link using the Share for Review feature, is that link tied to a specific user?"

Yes.

I would stay with the review process by exporting PDFs and do the review with InDesign's PDF Comments feature.

That's independent from the used Adobe ID of a particular user.
