Tab/Divider Page...data merge and separate parent pages

I need to set up a document tab/divider file to be sent to a printer.
I have about 30 tabs with different tab levels/banks throughout and different background artwork for each of these levels/banks (example - the top level tab/bank 1 tab has a set background, then the "bank 2" tabs have their own background, then the "bank 3" and "bank 4" tabs have their own backgrounds).
When I do my datamerge to import the tab titles and try to apply the bank/level parent design, the whole thing falls apart. I end up with the datamerge text fields and the parent text fields. Do I have to set up a separate file for each level/bank and merge the resulting PDF files or is there a way to apply page masters to the merged data fields?

Not knowing exactly how the tabs/dividers are set up, you either set up separate files for different banks of tabs/dividers, or include the path to the background images in your data merge – you specify which background image for which tab/divider in your data source.
