Just to clarify – are you creating a multi-state button for use in an Interactive PDF?

Bear in mind they won't work on devices, such as smartphones and tablets.

But I got a PDF it has object states, I really don't understand how they made it.

Could you please help me to take a look at how the effect of page 5 of this PDF is made?

What really impressed me was the navigation bar on the right side (click to jump to a new section) and the “Specs/Sizes” section which offers a highlighted example ad space based on which ad size your mouse hovers over.

I'm not sure if this PDF was made by InDesign?

Object states are not supported in PDF. They work in Publish Online and Fixed Layout EPUB.

I'm using Adobe Acrobat to open this PDF and my computer is an iMac

I'm not sure if this PDF was made by InDesign?
