Tick box in indesign doesnt have the black keyline and white inner when I make a PDF

Ive made a square box ,made the keyline black and the fill white, turned it into an interactive tick box. Then I make the PDF and the tick box just appears as the blue shade to fill in not with a keyline box. Any ideas why? Thanks.
