Trouble creating hyperlinks to external URLs when adding an anchor

Hi,

I've created an Indesign document that contains links to an external url where I've created anchors on the web page.

When I export the Indesign to a pdf, it changes the #anchor to %23anchor and doesn't work.

I've tried various settings when exporting from InDesign:

I make sure to check the include hyperlinks option. 

I've tried different PDF settings. 

Nothing seems to work. 

I'm trying to create a link to this for example:

https://www.willyurman.com/teaching/handouts-2/photoshop-video-tutorials/#history

The webpage was built in Wordpress. And you can see there is an anchor to the place on the page where the video about using the history brush in Photoshop is located. 

But the pdf has this link instead:

https://www.willyurman.com/teaching/handouts-2/photoshop-video-tutorials/%23history

Any help would be greatly appreciated!

I'm running ID 2022 17.01 on a Mac running 10.15.7
