Unable to output or create a Link tag in Middle Eastern and Chinese InDesign and PDF files

I am working on several similar InDesign files, each in 7 languages. The same content is in each one, including a couple hyperlinks.
 
All of the Spanish, French, Portuguese and Russian files output correct Link tags, with the Link and Link-OBJR. The Arabic and Chinese do not output with any Link tags, only Link-OBJRs. I cannot even create a Link tag. It creates a P tag instead. I've tried on a Mac and Windows.
 
Like I said, the Spanish, French, Portuguese and Russian files are OK. They output correctly but I can create a Link tag in them, even though I don't need to.
 
I cannot figure out why the other files won't allow me to create a Link tag. It creates it and changes into a P tag in Acrobat.
 
I have tried recreating the links in InDesign. I have tried removing and readding them in the PDF. I have tried looking for unmarked links. Nothing is working.
