If your version of ID does not include the feature, there's no good way to add it to the app. It takes much more than scripting (the encoding process is phenomenally complex). There may be a plugin, but it may be subject to the same restrictions.
As RT noted, there are many apps and online services that generate QR codes; I think your best option is to find one that suits your needs, budget and any "outside" requirements you have to meet.
The ID feature is a nice thing to have, but it's not the only method and if you have to generate a lot of codes, may not even be the best utility for the task.

This is the site my company uses. The advantage with this (over the indesign feature) is it can create dynamic QR codes. Much more useful than static QR codes.

As noted. Don't mistake a fancy redirect system for "dynamic" anything but a way to put a meter on your customer contact stream.

For people who use QR codes, there is differentation between a static and dynamic. Yes, it is a redirect, but it is common reference language. No need to be an internet troll.

This is a public forum - not a specialists niche place - so you need to be precise - otherwise people believe in this false information and get into trouble.
QR code is one thing - website that is doing redirection is completely different - independent and unrelated - thing.

yeah, so this kind of response doesn't helpful in that regard:
"Dynamic QR codes" do not exist.
a 2 second google would help anyone unclear on "dyanamic" vs "static" would remedy the lack of info. But go ahead and gatekeep if you want. You're the expert.

Neither of is us being anything of the kind. "Dynamic QR code" is an invention of the marketing department of services that provide redirected and tracked code services... which is fine, except that every single one of them wraps the product/service up in wondrous nonsense and mystery, obscuring what's really going on with a false impression that the codes can "change" — we see designers here deeply confused on the point quite often.
That these services often offer the code "for free" without specifying exactly what lies beyond, and then mouse-trap the unwary company/designer into having to pay for continuing service — sometimes long after the "free" code has been widely distributed — makes me think of terms a lot harsher than "troll."
These providers don't mention that any company with two computers to rub together can do their own tracking and redirection, without paying a dime or a per-click fee. And that's when they do mention that cost/per-click/pay-me is down the road at all.
If the field were not so rife with deception, misdirection, nonsense claims and marketing fog, I in particular wouldn't be so insistent about pointing out that "dynamic QR codes" simply do not exist, not in the sense that they are usually promoted. I'd politely ask that you don't further the misunderstanding, especially not in here.
