When I group layers in a document, the “Ungroup remembered layers” option does not work, as it merges them into the layer where they are grouped. And when I ungroup them, everything remains in that layer.

I think the first part is working as intended. The option is called “Ungroup remembers layers”, meaning that when you group objects they will temporarily live on the same layer, but when you ungroup them, InDesign should return each object to the layer it originally came from.
I tested this in 21.0.2 and it behaves correctly on my end, grouping moves everything to one layer, and ungrouping sends each item back to its original layer.
The only time it fails for me is if I delete one of the original layers. In that case, any object that belonged to the deleted layer will stay on the grouping layer when ungrouped, which makes sense, because its original layer no longer exists.
The feature isn’t meant to “group across layers” (although that would be handy); it’s just meant to remember where objects came from when you ungroup them, and that part seems to be working here.
If you can share a sample file or a step-by-step description even screenshots or a short video we can try to reproduce the problem and see whether it’s a bug or something specific to your document.

Are you sure you've updated to 21.0.2? That bug was fixed. "Ungroup remembers layers" is working fine here.
If it's still an issue for you, try resetting your preferences.
