Multiple problems here.
I have created my document in PDF (and other formats). Trying to use the "place" function to insert the entire 64 page document (which includes some photos).
Indesign picks the 1st recipe text page & ignores the text cover page. It does not give me the "+" symbol to continue on. I have to click each page & even then the sizes of my entries are not as in my PDF.
I have looked at multiple tutorials & they all say that I am using the correct procedures. Deosn't work for me.
All of my prograns are up to date.
I even tried the "Blurb" creator & it is even worse.
And, yes, the facing pages & primary text frame boxes are checked.

I don't understand your question...
Are you trying to place a PDF file into the text flow or are you placing a Word document (with photos)?
If the former, you don't want to do that. Place them as graphics. There is a script included with ID called PlaceMultiPagePDF (in the Scripts panel).
If the latter, you will need to post some sample text. Your ID document is just a number of blank pages.

Forget the blank ID doc.
I located the PlaceMultiPagePDF & used it. It worked as recommended.
Thank You very much.

An even better script for placing multiple pages from PDF or .ind files is at Releases · mike-edel/ID-MultiPageImporter · GitHub

Peter--I haven't looked at the script, but would you mind, for the record, mentioning what is better?
Of course, some corporations and government agencies might not be able to download the script for security reasons. They should be able to run the one installed with ID.

It has options for scaling rotating and positioning the pages

I've been using this one for years, so perhaps the sample script has been improved, but I doubt it.
