Hello,
With InDesign, what is the best way to scan to PDF ?
Is it by using InDesign, Acrobat Pro, other adobe software ?
Absolutely not InDesign. This is for creating documents combining typed/placed text and separate pictures. Acrobat Pro has a scan to PDF feature, but so will most scanners, as mentioned.

Scanning would be done with dedicated scanner software. It might provide plugins for Photoshop or Acrobat.
Often such software is bundled with the scanner.

you asked a similar question on February 6th and answers have been given to you. You CANNOT scan from InDesign. Any scan device comes with a software that will allow you to scan, to save the file in numerous formats. Then you will be able to import these files in an InDesign document.

My question was focused on all adobe softwares (not only InDesign).
I have understood InDesign is not able to make a scan to PDF.
So between all adobe softwares, if I understand well, only Acrobat Pro and Photoshop can make a scan to PDF ?

You don't need any Adobe software to scan a document. Use the software provided with the scanner and save the file as PDF. As @Willi Adelberger wrote, some scanner softwares provide plugins to do it directly from Photoshop and as @Test Screen Name also wrote, there is a scan to PDF feature in Acrobat Pro
