When adding page text frames and pictures change position

I have still another problem. When I add a page the text does not flow along, but the textframes simply change position. The same goes with the anchored pictures, which normally go to the inner side instead staying at the outer border.

What can I do (also to keep the picture _always_ near the outer border?

This problem is not new, I have always had it.

Anchored object setting something like this - make it an Object style for easier editing globally later if needed

Well if it's setup as an Anchored Object using similar settings it should keep that behaviour when changing pages. 

Why is it not working for you? Or it is working for you now? It's unclear if the issue is resolved.
