Why always a roll out?

Why is there always a roll out of Adobe updates? Of software? And why has it taken 5 days and still nothing here in Canada? Why Australia first?

I believe it's because there's always a fair possibility that the update won't work the way they expect, or has unintended side effects. By starting in regions which are relatively smaller in terms of number of users, if they see something going amiss, they can pull up the update and fix it.

If you were to pick all the regions or larger ones, it will affect more people in case something doesn't work.
