Why does changing a paragraph style also affect the previous paragraph?

I will select a paragraph and assign it a style. When I do, the paragraph before also changes to that same style. I can't figure out how to avoid this.

FYI, Shift + Enter does not create a new paragraph.

It creates a line break within the same paragraph.

 

Glad you discovered the problem. Hope you're removing all of them and making real paragraphs instead.

I must have just figured it out. I believe it happens when you use shift +return to make a new paragraph. The previous designer was using this method in the doc im in.
