2021 Crash on launch - Windows 10 Pro N

InDesign crashes on launch. 

1. i've tried downloading previous versions
2. ive tried uninstalling, deleted the Appdata folder if there was any corrupted files, and re-installed no dice
3. repaired the Creative Cloud app and tried to reinstall
