Hello, I would like to export an InDesign file as a PDF. However, this PDF should be reduced by 10% so the pages should not be 23x30 cm but 20.7 x 27 cm. How can I do that?

You'll need to print a PostScript file and use Distiller to create the pdf to achieve this.....
1. you'll need to Adobe PDF 9.0 PPD, you can download the PPD from the link below
2. Set your page size, this is the overall size of the pdf document "White space" not the trim
3. Set your scaling percentage

Another option would be to resize the PDF using an Acrobat preflight profile.
Tools> Print Production> Preflight> Fixups.
Note, you can duplicate an existing profile and then edit it so suit your needs.

if you prefer the workflow Bob suggested, some details on this:
[1] Build a new non-facing pages document with the new page size 207 x 270 mm. Just one single page.
[2] Export your original document to PDF/X-4 without any color conversion or downsampling of images.
Before that change your bleed settings of the document to 1/0.9 x original bleed value. You may adjust some objects that bleed to the page to fit your new bleed in the scaled version of your document. Export with bl

DO NOT USE DISTILLER! That will destroy any transparency and color management.
Why do you need to do this? Any printer worth using could easily scale the pages on output and even if you had to, I would sooner place the PDF into a new InDesign document with scaled pages and then export a new one.

Ah! I see there is a new version released some days ago: 2.6.3.
Well, I tested it successfully on a sample document with the page size you want to achieve:
[4] Export to PDF from that new document with the PDF Export settings you have to use.
