Adobe Indesign 2021

I have a bunch of users that recently upgraded their Adobe Indesign to 2021 now when they try to open an older file it is missing all of the Arial Fonts.  I can see they are still listed in Windows. I can replace the fonts each at a time by pointing to the same file but this must be done on a per document basis.  How can this be fixed for all user going forward without having to update them one at a time.

This has absolutely nothing whatsoever to do with the Adobe Fonts service, but rather with how InDesign 16.0 is finding permanently installed fonts on your system.
