InDesign 16.1 saves file in last saved location instead of original folder on Windows 10

On Windows 10 (OS x64 19042.928), InDesign 2021 (16.1) saves a Converted file to the last used Finder folder, rather than the folder the document is contained in. Happens with 'Save As...', as well. This is very frustrating for publishers. Please provide more information relating to this issue and how it can be resolved?

If you are saving a "new" document this would be expected behavior. The bad news is any document saved in a previous version and opened in a new version will be converted to the new version and considered "new" by InDesign.
