I created a page in indesign and exported it as a jpeg (300 ppi, 190x255 mm). But when I import that jpeg into other applications like Adobe Fresco, the image clearly doesn't not fit to the canvas despite the canvas size being the same dimensions (190x255 mm, 300ppi). There's extra white space on canvas at the top and bottom, yet the image does not have pixelation or stretching. What's going on here?
I attach two JPGs 1000px x 1000px – one at 100PPI and the other at 600PPI.
As you can see they are the same size on screen and both 45KB.
You are exporting the page as an image not a vector object, so have you checked the dimensions in Photoshop? A pixel can’t be divided, so when you export to pixels there would normally be some kind of rounding to accomodate the whole pixels:

Also, you can see the rounding problem if you try to make a new 190mm x 250mm, 300ppi document directly in Photoshop. The New dialog lets you set the exact dimensions, but you can see the dimension rounding when you check Image Size:
To keep the resolution at 300ppi the output dimensions have to be changed

I don't work with Fresco but let's check if there is some kind of problem with the export process.
Import the exported image into an InDesign document (190x255). Fit the entire canvas and select it with the subselection tool (white cursor). The % scale must be 100%, then the export process is not the problem.
Within InDesign, its possible to import that image and resize it down (the size decrease and the ppi relatively increases). Is there in Fresco some sort of method to check the resolution of the image?
Also check the units (ppi, ppcm) on every stage.

For screen work the resolution (PPI/PPC) is irrelevant.
