Is it possible to link text boxes that show a technical drawings measurements and make them editable so that they all change in relation to each other when you change one? Or add a drop down box with different scales and all the measurements react to that?

Perhaps.

You haven't explained exactly what you're looking to do with InDesign, but a lot of advanced users use text variables to, in general terms, perform many of the tasks you're describing in your questions. You can find out more about them in the link below, and set them up in the way(s) that best suit your needs.

That sounds as if you can handle that with Typefi's (free) AutoFit plug-in:

https://www.typefi.com/products-services/design-tools/autofit/

If that doesn't work for you and Randy's suggestion doesn't work, then it can be scripted. Some more details, with a screenshot for illustration, would help in assessing it.
