Book and Packaging PDF links broken

Hi all, a real puzzler here.  When i create a pdf from a book or when packaging the files i get super low res, pixelated images like if the links were broken, both PNGs, jpgs, and AI all look *.

But... if i create a PDF from the seperate files they are fine... which gives me a work around but not ideal with 16 parts to my files to collate every quarter.

Things i have tried:

  • Trashed my preferences
  • changed adobe profiles, standard and customised
  • tried both interactive and print pdf in different resolutions
  • yes the links are fine
  • deleted the book file and re-created it.

On a windows 10 PC, running the latest CC.

You're using the Export PDF command from the Book panel?
