How can I make a bulleted list with the merge data function?
You would need to have a paragraph style with the bullet list already applied to the Data Merge insertion.
It should work.
The data file most likely contains all bullet items, separated by returns, in one cell. The multiple returns will create unwanted new records.
A workaround in the data file is to replace returns with a unique character. Perform the data merge, and in new ID document, search for the unique character, and replace with actual return.

"New ID document" refers to the document created during the datamerge process.
Example: the document used to create merge is named: master.indd. Once you perform the datamerge, a document named: master-1.indd is created, with the number of pages equal to the number of records. You will need to save this document, and to the location of your choice.
