Cannot edit an existing file

I cannot see how to edit the attached document.  I tried Control + Shift + Selection Tool, but it didn't work.  The file is on one page without layers.  What am I not seeing.  I am new to InDesign so any advice would be greatly appreciated.

Your file contains just one big PSD file. You would need to edit the PSD file, if you had it. The InDesign file is just acting as a container. Ask for the linked PSD file.
