Is it possible to create a style sheet to quickly apply this setting to my other image cells?

not that I can see. At least not with a cell style.

You could have an object style that dictates the fitting of an image in a given graphic frame.

Or you could copy a graphic cell with the placed and cropped image and change the image contents later when placing new images.
