is it still possible to change the colour of monochrome content of an tiff imported into Indesign 15.1.1

Hi mouli.dru,

yes. Select the image, not it's container frame, and assign a color from the Swatches panel.

 

If this does not work for you post a screenshot of the selected image plus the Pages panel where you should turn on the little checker icon that indicates transparency on the spread. Also the  Links panel where we need to see all information that is available for the placed TIFF file.
