Chapters are stuck on "Start Section"—Locked: Duplicate Post

Book with multiple documents (chapters) but they have all become stuck on "Start Section" which means they won't create proper numbering from chapter to chapter. This is both in CS6 and CC2020.

How to I reset this to what it was -- where every chapter picks up numbering from the previous chapter.
