I submit a document at indesign which has to be checked by about 30 people. Currently, I am sending them a PDF and asking for comments. The process is very ineffective, does anyone have any idea how I could improve it? Is there any option for my colleagues to make changes to the Indesign document without a license?

In addition to Bob's recommendation. You may want to look at the new Share for Review feature in InDesign. If you use this method, changes made to the PDF can be automatically incorporated into the PDF file. It's not without limitations but it's worth a shot and won't cost you anything.
