Is it possible to write comments on a publish online document? I can view/ read the document, but can't figure out how to send comments to the person who manages the indd-file.

No the end-user can't change the Publish Online document; it's a "final" format – HTML5.

The person who created the Publish Online document can enable it so that the end-user can download a (static) PDF version.

In InDesign 2020 there is a Share for review, ask them to send you a Review or PDF for commenting.

NOTE: "Share for Review" will not work with interactivity like animations, multi state objects etc.pp.

So you cannot write a comment into a state or comment an animated object.

Nopes. Publish online doesn't allow commenting.

You can either try Share for Review or PDF comments. Each has its own pros and cons and you can check which workflow suits your need
