Data Merge for Multi-Page InDesign File

I am trying to create 500 variants of an ebook I created in InDesign. Each variation will need text changes, image changes, and one hyperlink change.

Is there any possible way to complete this task with the Data Merge feature or is it too complicated for InDesign? I'm using version 15.1.2. I'm open to using other software (preferably Adobe), processes, or tools to complete this task.
