With flash support cancelled by Adobe and some browsers, will a PDF with interactive buttons and popups still work when viewed in all browsers? What technology is it using for the interactivity?

I suggest you give Publish Online a try, it's built right into InDesign. Easy to add interactivity, including buttons and popups. Check out some of the examples here: http://bit.ly/PubOnCollection

You can have a word or words or an image (such as a button shape) as a document hyperlink to say another page in the document, or to an external website.

Some devices, for example, iPads, don't have rollover capability – only click – you should avoid multi-action buttons  like On Click, On Roll Over, etc.  Multi-state object (MSO) don’t work at all in an Interactive PDFs.

Buttons never depended on Flash and they still won't work on every reader, especially on mobile devices and browser.

Not worth the effort.
