ERROR 39 - publish online

Hi, 

If i want to publish online i get the following errorcode 39.

When i do the steps on the help page (https://helpx.adobe.com/be_nl/indesign/kb/upload-error-publishing-indesign-document.html) , and exclude the following from our antivirus it still doesn't work: 

• cc-api-cp.adobe.io
• s3*.amazonaws.com
• indd.adobe.com

How can I Publish online? without getting IT involved? 

I work with windows 10 and version 16.1 on Indesign.
