Errors submitting .epub to Ingram Spark

These are the three errors I get when I try to submit my .epub file to Ingram Spark - Using InDesign CS6 for a fixed layout kids book. I can't find where to put "dc:language" in the metadata, or how to remove the DOCTYPE from my .epub file. Please advise:

 

[ERROR]OEBPS/content.opf: 18,13: element "metadata" incomplete; missing required element "dc:language"
[ERROR]OEBPS/toc.ncx: External DTD entities are not allowed. Remove the DOCTYPE.

FXL ePub was implemented in InDesign CC -- best to upgrade.

Found a great workaround - download and use Sigil to manually update meta data code: https://sigil-ebook.com/
