I received an InDesign file in 2020 from a supplier. How can I open this file when using InDesign 2019?

Ask the supplier to send you a package instead of just the indd file. That package will contain along with other things an idml file that can be opened on previous versions of InDesign

Have you tried opening the CC 2020 file with your CC 2019? You should be presented with the option to convert the document and open it (it actually makes an IDML file). For more information about Adobe's Simple Saveback Service see: https://helpx.adobe.com/indesign/kb/opening-indesign-documents-in-previous-versions.html. Be aware, however, that any new features used in the CC 2020 document will not translate correctly, if at all to the CC 2019 file you open.

Ask colleagues on forum for converting to you if feature from Bill's post not works for you.

Or you can ask here. Send to some dropbox/yadisk your .indd file and give us link
P.S. Strange that your supplier don't gives you a package, all packages by many years already contains .idml in parallel with .indd
