How can I add stroke within a stroke?

I apologize for posting so often (I'm determined to master InDesign), but how can I add the baby blue fringes to the blue border? This is what I've done so far: I created a frame and filled it with blue. I then placed a paper-filled rectangle on top of it. Yet I can't align the stroke inwards. How can I do that?

Look at Stroke Styles from the Stroke panel flyout. Here I’ve made a custom stroke style with the Stroke inside,  Stroke weight set to 20 pts,  Stroke color light blue and the Gap dark blue.

Oh, I think I figured it out, but I want to be sure.

I added stroke to the paper-filled rectangle I put on top of the blue-colored layer.

You can create custom strokes with Stroke Styles from the fly-out of the Stroke window. Search the help files or Google for more info.
