How can repeat bottom border of table without footer?

I can repeat bottom border, if exist footer.

But if i delete footer, bottom border can't repeat.

How can repeat bottom border of table without footer?

Is not the footer an excelet way to achieve just that? The footer cell does not need to hava any content (there is a strange limit of needing to be 1.058 mm minimum height) Why is having a footer not acceptable? 

(Technically not having a border it does imply that the information continues, which even if it may be esthetically less pleasing communicates clearer. )
