How to define format of section marks?

Is it possible to define the section marks as Roman numbers and the page number as Arabian numbers?

Sure. Define your sections in the prefix, as shown below:

This works easily, whether you are compiling your publication from multiple InDesign documents through book functions, or simply redefining page numbers in a large single InDesign file by breaking up the page numbering in sections through the Layout>Numbering Options... menu command and the dialog box above.
