How to force indesign not to split a heading into 2 tags for screen readers

Hi All 
I need to make an INDD file that will export headline as a single tag for screen readers.

 

It has a paragraph style, with a character style applied to the first 2 letters and is mapped to H3. The example is Create. It results in 2 tags, "Cr" and "eat". My brief is to not have to remediate the PDF in any way.

Please can I someone help me with this?
