I can't delete files on creative cloud

I've exported PDFs directly from InDesign and those files are unable to delete.
Whenever I delete them, they just reappear in the same location.
I've tried changing file names, putting them in a new folder, and deleted them while syncing is on. I've also tried the same thing after I paused syncing. I even reinstalled Creative Cloud. Whatever I do, the files reappear with the changed names right away. And also, even if I don't delete them, they just updated almost every second. The file modification time keeps updated which makes my computer so slow. 

Adobe web archive doesn't show only those files in the 'deleted' section. 

How should I fix this?

I've emptied the recycle bin and tried the permanently delete option as well.
