You need to anchor the image to the text.

Select the image, and in the frame there's a small sold blue square – drag it to link (anchor) it to where you want to position it in relation to the text.

Thanks! Works great, now how can I keep it the same size? After exporting to epub reflow the image is about half the size of the size in the Indesign document?

(From memory) check the EPUB-Reflowable Layout Export Options dialogue box, under the Object tab, check CSS Size, is Relative to Text Flow – see if that helps.

Additional things to bear in mind when creating Reflowable epubs are that all text must have Paragraph (and Character) Styles applied, you need to assign space before and space after for extra line spacing, as additional Paragraph styles (no extra carriage returns), no page numbers and content on master pages does not appear on the document pages.

After completing your epub check it out on various devices and get it validated -- Flightdeck is excellent: https://ebookflightdeck.com
