InDesign 16.0 Package not copying links or fonts from external to local drive

When I packagage a file saved on an external drive and select my local drive as the target, all I get is a single indd file with links pointing back to the location of the parent document. Nothing else is created in the package folder, no fonts, no links, no folders. It's basically just doing a 'Save As.'

 

The parent file is on an external Lacie drive (connected via Thunderbolt) and I am packaging to my local MacBook Pro internal drive. No files are on the network. 

 

If I target the package to the external drive, it correctly creates the links and fonts folders. So for now I have an easy enough work around just to package to the external drive and then move the folder to the local drive, but this isn't the desired or expected functionality. 

 

Using InDesign 2021 (16.0) and Mac OS 11.0.1 (Big Sur)
