Is there a way to set up a field within a InDesign document that when exported to a PDF file would be readable by Acrobat  to insert text for a dynamic digital stamp?

No, it is not possible to enter data in a field in InDesign that will be read and used in Acrobat. InDesign doesn't have all the capabilities of Acrobat, and some things must be done there.
