InDesign CC 2020 is creating empty text tags when making an accessible PDF

I am using InDesign CC to created a tagged PDF. However, some of the paragraph text is displaying as empty text tags. The text is not selectable in the PDF. 

It recognizes the links in the paragraph, but not the text. 

 

I did not have this problem with InDesign CC 2019. Saving to an IDML file and opening with InDesign CC 2019 does not work either. I have also tried saving as in Interactive PDF. I have scanned and OCR the document and it still does not recognize the text.

 

Is there a workaround or solution available? Is this a bug in the new version?

I am trying to create an accessible PDF and cannot do this since the text is not selectable in the PDF.
