Can someone please help me.

I need to make an interactive email signature for 40 people. The same template but individualised information. I created the template for each one in Indesign, now I need to export it as a jpg/pdf and import it to Photoshop. In Indesign my file is 650px by 237px, after I export it I check the dimentions and the size is stretched almost 4 times bigger. (which then in the process means the email signature is bigger than the computer screen, which is defeating the purpose) I played around with the PPI- when i export it to 72PPI the dimentions stay the correct size, but then the file is so pixellated that I can't even read what is written on it, and so as I go up with the PPI the dimentions of the file also goes up. I have seen this issue with my Illustrator files aswell...

How do I fix it?

It sounds like the signature text is too small or too detailed—you shouldn’t even need 675px to set a legible address and logo. This signature is 279 x 60 px—ID top with the page set at 279 x 60, exported to PS at 72ppi, and linked to Apple Mail. The texts are set as 36pt and 14pt:

There are a ton of tools for creating email signatures. InDesign is not one of them.

Only used Indesign to create all the templates. Now I need to export them, but they are not exporting at the desired size

An Indesign page has no resolution, the page is a vector object.

There is a Pixel ruler unit, which measures as a static 1/72". If you change your ruler units to Inches you will see that your 650px wide page equals 9.0278in, and if you export the page to an image format at 300ppi the resulting pixel width will be 2708 pixels (9.027 x 300= 2708.1).

"How do I fix it?"

You can't fix something that never broke. The tools you're using are functioning as designed; you're just trying to use them to do something for which they weren't designed. Yes, you can use InDesign for raster image export, but that doesn't mean you should. Further, I'm not sure I get how exporting a raster image from InDesign becomes an integral part of an email signature workflow. If, for some reason, it's a raster image you need, why not just start in a raster image editing app, at the size you want?

Eventually you may find yourself resigned to constucting the signatures in the signature editor of the company-issued email client, as it should be. My advice would be: the sooner the better.

I make my email templates with Apple’s mail by editing the HTML in the signature file, which is located in /Users/username/Library/Mail/V5/MailData/Signatures.

The image file is served from my web server as an href so it is not an attachment. I can’t help you with other email clients, someone else might have a suggestion.
