InDesign Interactivity - How to do a rollover that enlarges an image

Hello!

I am new to InDesign and am trying to recreate an epub document that I originally made as a pdf using Illustrator and DC Reader. I ran into trouble with functionality across browsers with the pdf and have been told that using InDesign and publishing online will solve my problems. However, I cannot figure out how to make the InDesign do what my pdf did.

 

What I am looking for is a way to rollover an image and have it expand, so that it is easier to read. I am trying Buttons and Forms and animation to try and replicate the effect. I am running into lots of problems with sizing and layering since I want the rollover to be larger than the normal view size and the neighboring images are layered on top of the expanded image. I would appreciate any sage wisedom!
