InDesign Mac Version 16.0 does not retain custom workspace as default

Each time I quit and re-launch InDesign it appears using the Essentials workspace instead of the last one I used. I have tried setting it with no apps open. I have also looked in the preferences for a way to set the default workspace and cannot find it.

oops, I meant I have tried setting the workspace with no DOCS open, then quitting.
