Indesign not opening

I am using Windows10 pc, if I open indesign and then close it, it will not open again. If I look in task manager indesign is still running and if I end task indesign will then open as normal.

I have been on to tech support who have not been avble to resolve problem.

I am currently just updated to indesign 2021 bit the problem started before this.

If I shut down and restart the problem repeats

I have found that if I go to preferences - general and click on "Reset All Warnings Dialogs" it wil now open and close ok. But if I reboot the PC  the problem comes back until I repeat the above
