Indesign on the Cloud - One big issue

We have a few magazines and have been forced to work remotely, so all our pages and links are now on the Cloud, and we are using Google File Stream. Works great except.

We have one major issue.

A page can be opened, even if that page is already opened by someone else. It creates conflicts when two people have the page open at the same time.

I have tried Dropbox and Creative Cloud, and they both have the same issue. On a local server, a .idlk file is created which doesn't allow a second user to open the page, which works fine. But on the Cloud services above, the .idlk file seems to be ignored or disappears.

Does anyone have any suggestions or workarounds?
