Hello.
When an outline effect is applied in InDesign, all graphic elements such as text and lines are gradually thickened.

You really can't!
The nature of “outlining text” is to take the font's basic glyph definitions in terms of curves and creating a polygon that is either just stroked, just filled, or both.
The problem is that the process of “outlining text” removes the “hinting” that preserves fine lines and/or subtleties in the glyph definitions at different magnifications, especially at small magnifications (a combination of point size and resolution).

This is exactly why we advise that you should never outline text unless you are trying to achieve a certain artistic effect and with type at larger sizes. Note that if the reason you are outlining text is because your print service provider requires this claiming that it is necessary to properly print, find a new print service provider; they are dead wrong!
